E-Learning Plan
Background
The State of Illinois permits school districts to implement e-learning days in place of scheduled emergency days for circumstances that would otherwise require school closure, such as inclement weather (e.g., excessive snow, blizzard conditions, extreme cold) or other emergencies.
The development of this plan ensures that the District is prepared to transition to e-learning when appropriate. However, the use of an e-learning day will be determined on a case-by-case basis and is not guaranteed for every emergency closure.
Access
All students are provided with a school-issued device to support learning. In District 28, students are issued iPads or laptops, along with chargers, which are sent home and are configured with appropriate filtering both on and off campus. The vast majority of District 28 families have access to internet connectivity. For students who do not have reliable internet access, the District will work with families to provide solutions such as mobile hotspots or alternative arrangements to support participation. If a student experiences technical challenges that prevent submission of work, staff will collaborate with the family to ensure opportunities are provided to complete assignments. Additionally, non-digital learning materials will be made available for students who are unable to access online resources. All teachers are equipped with district-issued devices and have access to required instructional platforms, including Google Classroom and Seesaw. Other staff members will be provided with appropriate tools and resources aligned to their roles in supporting e-learning.
Instruction
Instruction during e-learning days will align with the Illinois State Board of Education and Illinois Learning Standards across content areas, including mathematics, literacy, science, social studies, physical education, world language, and fine arts. The student learning day will include a minimum of five clock hours of instruction and/or engaged learning time. Instruction may be delivered through a combination of:
- Recorded videos or screencasts
- Live virtual instruction (whole group or small group)
- Independent and flexible learning activities
- Virtual check-ins and class meetings
Teachers will provide opportunities for student choice and flexibility, considering students’ control over time, pace, and learning pathways to support engagement and accessibility.
Students with Special Needs/Accommodations
Instruction and assignments will be adapted to meet the individual needs of all learners. This includes students receiving:
- Special education services
- Multilingual (ML) services
- Support under McKinney-Vento (students experiencing homelessness)
- Additional supports for vulnerable student populations
Staff will ensure continuity of services to the greatest extent possible within the e-learning environment.
Attendance
Student attendance will be based on engagement in learning activities. Completion and submission of assigned work will serve as evidence of attendance for the day. Teachers may include an initial activity or check-in to support attendance tracking. If a student is unable to participate in e-learning, parents/guardians should report the absence following standard school procedures.
Training & Communication
The District will communicate the e-learning plan to families and make it accessible on the District website. Students, staff, and families will receive clear expectations and guidance regarding e-learning at least 30 days prior to implementation, in alignment with state requirements. Professional learning and support for staff will be provided to ensure effective instructional practices in an e-learning environment. Building principals will review expectations during institute days, faculty meetings, and team meetings. Instructional coaches and technology staff will provide ongoing support.
Teachers
All teachers are equipped with district-issued devices for use both at school and at home. The digital tools used during e-learning are consistent with those used during regular instruction, ensuring familiarity for students. Teachers and specialists will be available throughout the learning day to support students. Students and families may communicate with teachers via email or through platforms such as Google Classroom or Seesaw.
Program Evaluation & Feedback
Following an e-learning day, District 28 will gather feedback from students, families, and staff to evaluate its effectiveness and identify opportunities for improvement. This feedback will inform ongoing refinement of the District’s e-learning practices.
